Excerpt from the book:

Ryder said, "After the city’s population was moved underground, the government leaders wanted to ensure the riots would never happen again. What they didn't’t realize was how quickly Earth’s population would adapt to underground living. And, by adapt, I really mean stagnate. Most humans have lost their ambition for learning. They go through their day-to-day lives just waiting for the next ration. They are afraid of change and most will stay at the same mundane jobs, not seeking adventure or taking any risks. You see, humans on Earth have become scared. They are afraid to become more than they are. I am sure you know many friends who get nervous even at the thought of going topside.”
Cooper nodded in agreement.
“The government is afraid as well, afraid of more riots, so instead they keep the population docile, putting down any chance of riots or dissension. This leads to even more stagnation.”
